MINUTES OF THE REGULAR MEETING OF MAYOR AND COUNCIL

Minutes of the Regular Town Council meeting held Monday, October 2nd, 2017 at 7:00 p.m. at the Frannie Town Hall. Mayor Vance Peregoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance.  The following were present:

 

Mayor:                     Vance Peregoy   
Council:                   Millie Armstrong, Rodger Wagner, Shane Roberts
Maintenance:           Shang Clendenen
Clerk/Treasurer:       Deidre Clendenen
Absent:                   Terry Moore
Guests:                   None

 

AGENDA

Council member Roberts made a motion to approve the agenda to include the addition of items in new business.
Council member Armstrong seconded.
Voting yes – Peregoy, Armstrong, Wagner with Council member Roberts abstaining from voting on the regular meeting minutes
Motion passes 3-0
Voting yes on the special meeting minutes – Peregoy, Armstrong, Wagner, Roberts
Motion passes 4-0

Council member Wagner made a motion to approve the minutes to include special meeting minutes.
Council member Armstrong seconded. 
Voting yes – Peregoy, Armstrong, Wagner
Motion passes 3-0

PRESENTATION OF BILLS

Council member Wagner made a motion to approve the following bills and any additional bills deemed necessary with the Mayor’s approval and proper back up for payment. 
Council member Armstrong seconded. 
Voting yes - Peregoy, Armstrong, Wagner, Roberts
Motion passes 4-0

OFFICER REPORTS

  • Recreation
    This year, we will not be having a Halloween carnival and haunted house. We will be having the Christmas party in Frannie.
  • Maintenance
    Public Works Manager Clendenen reported that he is winterizing. Sprinklers will be blown out on Oct. 11. The old town hall is shut down for the season. A cost breakdown was presented for a 2” water meter and pit. The backhoe is temporarily out of service.
  • Clerk/Treasurer
    None
  • Council   
    Council member Roberts addressed the increase of cats in the town. Public Works Manager Clendenen is going to start using live traps.
  • Mayor

  1. Sale of Chevrolet Tahoe Police Vehicle to another agency
    Council member Roberts made a motion to allow the sale of the vehicle to another agency.
    Council member Wagner seconded.
    Voting Yes – Peregoy, Armstrong, Wagner, Roberts
    Motion Passes 4-0

 

  1. Sale of guns and ammunition from police department
    Council member Roberts made the motion to table the sale of the gun and move forward with the sale of the 223 and 9 mm ammunition.
    Council member Armstrong seconded.
    Voting yes – Peregoy, Armstrong, Wagner, Roberts
    Motion Passes 4-0

 

  1. Consideration of employee bonus
    Council member Roberts made a motion to allow Shang Clendenen to keep his service weapon with a value of $250.
    Council member Armstrong seconded.
    Voting Yes – Peregoy, Armstrong, Wagner, Roberts
    Motion Passes 4-0

 

Adjournment

Council member Armstrong made a motion to adjourn the meeting at 7:38 p.m. 
Council member Roberts seconded. 
Voting Yes – Peregoy, Armstrong, Wagner, Roberts
Motion Passes 4-0

Mayor Peregoy adjourned the meeting.
